6.3 FLOOD HAZARD DPA

Flood hazard lands are areas susceptible to
昀氀ooding from adjacent watercourses, lakes, or
other bodies of water. These areas are often
referred to as 昀氀oodplains, and they play a
crucial role in natural 昀氀ood processes, such as
昀氀ood storage and attenuation. However, due
to their susceptibility to 昀氀ooding, development
on these lands presents signi昀椀cant risks to both
human life and property.
Generally, development within 昀氀ood Hazard
Areas should be avoided. This approach helps
preserve the natural function of 昀氀oodplains
and protect development from 昀氀ooding.
Some development within 昀氀oodplains may be
permissible under certain conditions, such as
when supported by a quali昀椀ed professional’s
report or when the development prioritizes
uses less sensitive to 昀氀ooding.

as protecting the natural
environment, its ecosystems
and biodiversity.
EXEMPTIONS
The Floodplain DPA may not apply in
areas protected by dikes or other 昀氀ood
protection infrastructure that meet the
Village’s 昀氀ood mitigation standards.
POLICIES
6.3.1.
The “Flood Hazard DPA”, shall
remain free of development and in its
current condition unless the proposed
development is supported by a report
from a “Quali昀椀ed Professional (QP)”
which demonstrates the land is suitable
for the proposed development and
provides recommendations to mitigate
any identi昀椀ed risk to the safety of life
and property.
6.3.2.
Require developments to refrain from
altering natural 昀氀ow, 昀氀ood storage
or attenuation, or other natural
昀氀oodplain processes.
6.3.3.
“Floodplains” means all lands within the 1:200
year (0.5% probability of annual occurrence)
昀氀oodplains of the Columbia River as shown on
Map 9: Flood Hazard DPA that are subject to
regular 昀氀ood hazards.
b) Raising the habitable space and
utility systems (e.g. electrical panels,
heating and cooling units) to 昀氀ood
construction levels or higher.
6.3.4.
Locate structures as close as possible
to the landward edge of 昀氀oodplain
properties to limit the length of
driveways, utility corridors and other
infrastructure within 昀氀oodplain lands to
the greatest extent possible.
6.3.5.
Refrain from 昀椀lling low-lying areas
within 昀氀oodplains that provide
昀氀ood attenuation or riparian and
wetland habitat.
Lands subject to regular 昀氀ood hazards have
planning requirements and regulations,
including the policies in this section as well as

Where possible, reduce the 昀氀ood
hazard to existing permanent structures
on the property by:
a) Adding scour protection around
foundations; and
